It is now accepted in the UK that the need for a patient to be seen at home, as opposed to attendance at the surgery, must be assessed solely on medical grounds.

This means that if patients are physically able to attend surgery they will be asked to do so, unless they are clearly infirm or housebound. We would point out that, generally, patients are better served when seen at the health centre than in less suitable surroundings at home.
